Is embassy attestation mandatory before MOFA attestation in the UAE?

I’m trying to understand the document attestation process in the UAE. Is embassy attestation always required before getting documents attested by the Ministry of Foreign Affairs, or are there exceptions depending on the document type or country of origin?
